Government Unveils Two-Phase Bonus Schedule for 2026, Including Traditional Chiefs for the First Time

The Zimbabwean Government has officially announced that the 2026 annual bonuses for civil servants will be disbursed in two equal instalments, with the first 50% payout scheduled for November and the final remainder to follow in December.

The arrangement, confirmed through the National Joint Negotiating Council (NJNC), reflects the government's commitment to fulfilling its bonus obligations on schedule. In addition to active public servants, government pensioners are set to receive a special flat cushioning allowance in December 2026, following formal approval granted by Treasury.

In a landmark shift during the NJNC meeting on November 2, 2026, Finance Minister Professor Mthuli Ncube highlighted a historic inclusion: for the first time since the nation's independence in 1980, traditional chiefs have been incorporated into the annual bonus program as recognition of their vital community leadership roles.

Outlining the payment framework, Minister Ncube noted that bonuses for personnel in Grades A through D will be calculated based on 100 percent of pensionable emoluments, encompassing basic salary, in-service allowances, and administration allowances.

"The payment modalities for the 2026 Annual Bonus for members of the Public Service are as follows: Grades A to D bonus will be calculated at 100 percent pensionable emoluments (basic salary, in-service allowance and administration allowance)," stated Ncube. "Payment will be staggered in two equal instalments, 50 percent will be paid in November 2026 and the remaining 50 percent will be paid in December 2026."

Alongside the financial disbursements, the NJNC successfully adopted the Public Service Occupational Safety and Health Policy. This new framework replaces outdated workplace safety regulations, substantially reinforcing protections for public sector workers—including the formalization of their right to refuse unsafe work environments without facing disciplinary penalties.

Together, these developments underscore a concerted effort by authorities to elevate the financial stability and occupational safety of civil servants, pensioners, and traditional leaders alike.
